The Byrne State Crisis Intervention Program (SCIP) aims to reduce firearm violence-related risks and identify connections between firearms and various forms of violence. It focuses on implementing and enforcing laws related to court-ordered firearm surrender and prohibitions. The program provides funding to improve the implementation of laws such as Extreme Risk Protection Orders (ERPOs) and Orders to Surrender and Prohibit Weapons (OTSWs) issued in cases of domestic violence.
The program supports initiatives to collect and analyze data on firearm relinquishment, design and implement dashboards for real-time tracking of active orders, develop data-sharing mechanisms among law enforcement agencies and other system partners, and coordinate with tribal partners to address challenges in implementing and enforcing firearm relinquishment laws.
The Washington Department of Commerce is soliciting proposals to conduct research and data projects in these areas and intends to award multiple contracts. The program is funded through the U.S. Department of Justice and will run for at least five years, with the state receiving $5.2 million for the first two years.
